The tickets will be distributed through various methods such as a lottery system and two-for-one purchases.  The Hong Kong Airport Authority spent $2 billion in 2020 to buy tickets from airlines including HK Express, Cathay Pacific Airways and Hong Kong Airlines.
The giveaway is part of the government’s effort to revive the city’s economy after its three-year isolation during the pandemic and political turmoil.
